In the domain of the international energy law, Ukraine, at the end of 1990s, acceded to the European Energy Charter (EEC) – the Treaty concerning intergovernmental cooperation in the energy sector and covering the entire energy chain (from exploration to final use). On6 February 1998 Ukraine ratified the Energy Charter Treaty and the Energy Charter Protocol on energy efficiency and related environmental aspects. Signing of the European Energy Charterand the Treaty became the basis for Ukraine in regulation of the relations in circulation of energy carriers and provision of the services on energy carrier transit to the European Union. The extended format of bilateral relations in the energy sector also is implemented pursuant to the Memorandum of Understanding on Cooperation in the Energy Sector between the European Union and Ukraine that took effect on 1 December 2005.
The Memorandum covers the main aspects of bilateral cooperation: nuclear safety, integration of electricity and gas markets, improving safety of energy supply and transit of hydrocarbons, structural reform, increasing occupational safety and environment protection standards in the coal industry. Moreover, Ukraine and the EU identify the need to develop the action programe to strengthen cooperation in energy efficiency, which would also facilitate the launch of renewable sources of energy and actions aimed at addressing the problems of global climate change, including releases by fossil-fuel power plants and the use of the Joint Implementation mechanism under the Kyoto Protocol.
