Institutional and legislative framework underlying development of energy efficiency and the use of renewable energy sources (RES)

 

The system of executive authorities which ensure implementation of the governmental policy in the domains of energy efficiency, energy saving and use of renewable sources of energy includes the following governmental agencies:

 

The State Agency on Energy Efficiency and Energy Saving of Ukraine is the central executive body, which is directed and coordinated by the Cabinet of Ministers of Ukraine via the Minister of Economic Development and Trade of Ukraine. The Agency, within its competence, exercises governmental control in the sphere of effective use of fuel and energy resources and is responsible for increasing the share of renewable sources of energy and alternative fuels in the energy mix in Ukraine.(Site is avaluable in Ukrainian only).

The Ministry of Agrarian Policy and Food of Ukraine is the centralexecutive body, which operation is directed and coordinated by the Cabinet of Ministers of Ukraine. The Ministry of Agrarian Policy and Food of Ukraine pursuant to its tasks: takes the steps for technical and technological retooling of agro-industrial productions, development of agricultural machine-building, energy saving, coordination of innovative projects; drafts proposals for building and development of market schemes and principles of agrarian sector enterprises supply with technical devices, equipment, including for production of biofuels, spare parts, fuel and lubricants and other energy resources.

The National Commission for Energy Regulation (NCER) is a governmental collective body subordinated to the President of Ukraine and accountable to the Verkhovna Rada of Ukraine. The tasks imposed on NCER are available on the site (site is avaluable in Ukrainian only).

The Ministry of Energy and Coal Industry of Ukraine is the central executive body directed and coordinated by the Cabinet of Ministers of Ukraine.  The Ministry of Energy and Coal Industry of Ukraine is the main body in the system of central executive authorities responsible for policymaking and ensuring implementation of the governmental policy in the electricity energy sector, nuclear industry, coal industry, peat extraction and oil and gas sectors. The main tasks incumbent on the Ministry of Energy and Coal Industry of Ukraine are set forth in the relevant Regulations.(Site is avaluable in Ukrainian only).

The Ministry of Economic Development and Trade of Ukraine is included in the system of executive authorities and is the main body in the system of central executive authorities responsible for policymaking and ensuring implementation of the governmental policy in economic and social development, pricing policy, industrial policy, investment policy, foreign economic policy, governmental policy in the domain of trade, governmental regional policy, governmental policy relating to development of entrepreneurship, technical regulation and protection of consumer rights, as well as interdepartmental coordination of economic and social cooperation of Ukraine with the European Union. Pursuant to the Ministry’s Regulations, one of the main tasks of the Ministry of Economic Development and Trade of Ukraine is to make the governmental policy and ensure implementation of the governmental policy in energy saving and effective use of energy resources and control over its implementation.

The Ministry of Ecology and Natural Resources of Ukraine is the central executive body, which is directed and coordinated by the Cabinet of Ministers of Ukraine. The Ministry of Ecology and Natural Resources of Ukraine is responsible for sustainable use of natural resources, conservation of biodiversity and environmental safety of Ukraine and it also ensures, within its powers, implementation of the UN Framework Convention on Climate Change and the Kyoto Protocol to the Convention including launching of the mechanisms under the Kyoto Protocol.(Site is avaluable in Ukrainian only).

The Ministry of Regional Development, Building and Housing of Ukraine is the central executive body responsible for policy making and ensuring implementation of the governmental housing policy and the policy in the building, architecture, urban planning and housing and communal services sectors. Pursuant to its tasks, the Ministry develops and coordinates the programme of increasing energy efficiency and energy saving in housing and communal services, equipping of the buildings with meters and regulation of water and heat consumption; compiles forecast balances of heat consumption, approves regulations of energy audits of housing and social sphere facilities.(Site is avaluable in Ukrainian only).
